All you need is a DESIRE to learn.
But it takes effort.
I never took a coach in my life, and self-educating play currently at roughly GM strength.

your public library should have access to many hundreds of chess books that provide material for players at every level.
Your national chess federation should provide training materials.
Anyone should be able to find these with little effort and no cost.
